यूजीसी ने कॉलेज, विश्वविद्यालय परीक्षाओं के लिए दिशानिर्देश जारी किए: नवीनतम अद्यतन के अनुसार, विश्वविद्यालय अनुदान आयोग ने जारी COVID-19 संकट और लॉकडाउन  के बीच स्थगित और लंबित कॉलेज और विश्वविद्यालय सेमेस्टर परीक्षाओं के लिए दिशानिर्देश जारी किए हैं। आयोग ने एक विस्तृत नया अकादमिक कैलेंडर भी जारी किया है जो उच्च शिक्षा संस्थानों को छात्रों को देरी या नुकसान के बिना उनकी शैक्षणिक प्रक्रिया को सुव्यवस्थित करने में मदद करेगा। यूजीसी द्वारा जारी किए गए दिशा-निर्देश उन छात्रों के लिए एक बड़ी राहत के रूप में आए हैं, जो कॉरोनोवायरस लॉकडाउन के कारण कॉलेजों और विश्वविद्यालयों को बंद करने के कारण पीड़ित हैं। इन दिशानिर्देशों और संशोधित शैक्षणिक कैलेंडर से छात्रों को अपने शैक्षणिक भविष्य को आगे बढ़ाने में मदद मिलेगी। 

•        लंबित या स्थगित परीक्षाओं पर

जैसा कि पहले बताया गया था, कॉलेजों और विश्वविद्यालय स्तर की अधिकांश परीक्षाओं यानी विभिन्न पाठ्यक्रमों के लिए सेमेस्टर परीक्षाएं या तो स्थगित कर दी गई हैं या COVID-19 के कारण घोषित राष्ट्रीय तालाबंदी के कारण रद्द कर दी गई हैं। अब, खोए हुए समय के लिए, विश्वविद्यालय अनुदान आयोग ने सुझाव दिया है कि मध्यवर्ती सेमेस्टर के छात्रों को वर्तमान और पिछले सेमेस्टर के आंतरिक मूल्यांकन के आधार पर वर्गीकृत किया जाना चाहिए, उन राज्यों में जहां COVID-19 की स्थिति अभी भी गंभीर है। इसी तरह की तर्ज पर, आयोग ने सिफारिश की है कि अंतिम वर्ष के छात्रों को वार्षिक सेमेस्टर परीक्षाओं के लिए उपस्थित होना होगा, जो कि जुलाई 2020 के महीने में आयोजित किया जा सकता है। आयोग ने यह भी कहा है कि जिन राज्यों में कोरोनावायरस महामारी को नियंत्रण में लाया गया है, वे भी पकड़ में आ सकते हैं। विश्वविद्यालय जुलाई 2020 के महीने में परीक्षा देता है।

• परीक्षा के वैकल्पिक, सरल मोड | शॉर्टर परीक्षा -   एक अन्य प्रमुख पहलू जो यूजीसी ने सुझाया है वह परीक्षा के मोड के बारे में है। दिशानिर्देश जारी होने से पहले, कई छात्रों ने ऑनलाइन मोड में होने वाली सेमेस्टर परीक्षाओं के लिए अपनी नापसंदगी दर्ज की थी। उन के अनुरूप, यूजीसी ने सीधे ऑनलाइन मोड में कॉलेज और विश्वविद्यालय परीक्षा आयोजित करने की सिफारिश नहीं की है। इसके बजाय, आयोग ने सिफारिश की है कि कॉलेज के छात्रों के लिए सेमेस्टर परीक्षा वैकल्पिक और सरल परीक्षण के माध्यम से होनी चाहिए। इसमें छोटी परीक्षाएं भी शामिल हो सकती हैं, जहां परीक्षा के समय में 3 से 2 घंटे के लिए फ्रिटो को बंद कर दिया जाता है।

शैक्षणिक सत्र 2019-20 के लिए यूजीसी शैक्षणिक कैलेंडर

यूजीसी ने 2019-20 सत्र के लिए शैक्षणिक कैलेंडर जारी किया है, इस कैलेंडर के अनुसार, विश्वविद्यालय और कॉलेज अंतिम वर्ष / टर्मिनल सेमेस्टर के छात्रों के लिए परीक्षा 1 से 15 जुलाई 2020 तक आयोजित की जाएगी, जबकि इंटरमीडिएट सेमेस्टर के छात्रों के लिए परीक्षा 16 जुलाई 2020 से 31 जुलाई 2020 तक आयोजित की जाएगी। छात्र अपने अंतिम सेमेस्टर में 31 जुलाई 2020 तक अपने सेमेस्टर परीक्षा के परिणाम की उम्मीद कर सकते हैं जबकि टर्मिनल छात्रों के लिए 14 जून 2020 तक घोषित किया जाएगा।

Answer- 

• UGC Releases Guidelines for College, University Exams- According to the latest update, the University Grants Commission has released guidelines for holding of postponed and pending College and University Semester Exams amid the on-going COVID-19 crisis and the lockdown. The Commission has also released a detailed new Academic Calendar that will help higher education institutions to streamline their academic process without causing delay or loss to the students. The guidelines released by UGC have come as a great relief for the students who have been suffering due to closure of colleges and universities due to Coronavirus lockdown. These guidelines and revised academic calendar will help students to plan their academic future ahead.

• On Pending or Postponed Examinations-As reported earlier, majority of college and university level exams i.e. semester exams for various courses have either been postponed or cancelled owing to the national lockdown announced due to COVID-19. Now, to make up for the lost time, the University Grants Commission has suggested that intermediate semester students should be graded on the basis of internal assessment of the present and previous semester, in states where COVID-19 situation is still serious. On similar lines, the commission has recommended that final year students will have to appear for the annual semester exams, which can be held in the month of July 2020. Commission has also said that states where Coronavirus pandemic has been brought under control can also hold university exams in the month of July 2020.

• 

  Alternative, Simple Mode of Examinations | Shorter Exams-Another key aspect that the UGC has recommended has been about the mode of examination. Prior to the release of the guidelines, several students had registered their dislike for the semester exams being held in online mode. In line with those, the UGC has not directly recommended holding of college and university exams in online mode. Instead, the commission has recommended that semester exams for college students must be held via alternative and simple mode of testing. This may also include shorter examinations where in the time of the exam paper is curtailed frmo 3 hours to 2 hours.

• UGC Academic Calendar for Academic session 2019-20-UGC has released the academic calendar for the 2019-20 session.According to this calendar, the university and college exams for Final Year / Terminal Semester Students will be held from 1^st to 15^th July 2020 while the exams for Intermediate Semester Students will be held from 16th July 2020 to 31st July 2020. Students in their final semester can expect the results for their semester exams by 31^stJuly 2020 while the same for terminal students will be announced by 14^th June 2020.
